BPF-NCEL Workshop

Blue Planet Foundation partners with the National Caucus of Environmental Legislators (NCEL) to host workshops that empower state leaders to accelerate the transition to 100% clean energy. By sharing Hawaii’s legislative successes and technical blueprints, these convenings provide a collaborative space for officials to develop scalable, equitable climate solutions for their own communities.

Cohort I - December 2024

The December 2024 NCEL Workshop brought together representatives from six states — Colorado, Minnesota, New Mexico, Rhode Island, Utah, and Wisconsin — as well as the U.S. territory of the Commonwealth of the Northern Mariana Islands. Participants met with executives from Hawaiian Electric Company and the Kauai Island Utility Cooperative, who shared their perspectives on achieving renewable-energy goals. The workshop included speakers from University of Hawaii’s William S. Richardson School of Law, EarthJustice, and a former commissioner of the PUC. Site visits included the Puna Geothermal Plant and Mililani Solar Park, an agrivoltaics solar farm, offering practical examples of renewable-energy implementations.

Cohort II - December 2025

The December 2025 workshop emphasized the critical role of state-level leadership in the current political landscape, highlighting that local action is essential for the upcoming legislative cycles. Legislators from Maine, Maryland, New Mexico, North Carolina, Vermont, and Washington explored innovative technology projects and discussed creative financing models for equitable energy transitions. The program concluded with attendees developing concrete policy plans for 2026, drawing inspiration from foundational clean energy laws and progress in utility-scale energy storage.
